ReadMe for verification results

Files named rmse_bias_persistence_XXUTC_yearMonth.txt contain
RMSE and bias values of road surface temperature simulations and
dummy forecasts. The RMSE and bias are calculated over all road weather
stations and over all forecasts with starting time XX UTC for the given month. 

The files have following structure:

3      bias of road surface temperature simulation (C)
4      RMSE of "same as yesterday" forecast (C)
5      bias of "same as yesterday" forecast (C)
6      RMSE of persistence forecast (C)
